Perkembangan pentadbiran Ipoh berkait rapat dengan keluasan kawasan pentadbiran Ipoh. Ini jelas terbukti dari detik-detik sejarah yang akhirnya menaikkan taraf Ipoh sebagai Bandaraya dan Ibu negeri Perak Darul Ridzuan.
Ipoh pada mulanya hanyalah menjadi tumpuan tempat persinggahan dan perniagaan terpenting bagi daerah-daerah sekitarnya. Nama 'Ipoh' dipercayai berasal dari pokok 'Upas'. orang putih menyebutnya 'Epu' manakala orang Cina pula menyebutnya sebagai 'Ipoh' atau 'Paluh'.

The development of Ipoh administration is closely related to its administrative area. This is clearly evident from the historical moments that eventually elevated Ipoh’s status as a City and the Capital of Perak Darul Ridzuan.
Ipoh was initially just a transit place and an important business centre for the surrounding districts. The name 'Ipoh' is believed to originate from the 'Upas' tree. The white people called it 'Epu', while the Chinese pronounced it as 'Ipoh' or 'Paluh'.

Sehingga tahun 1980-an, Sungai Kinta menjadi perhubungan utama di antara Ipoh dengn kawasan-kawasan lain dalam atau luar negeri Perak. Selepas tahun 1874, perkembangan daerah Kinta amat lembab terutama masalah perhubungan melalui Sungai Kinta. Kenderaan seperti sampan, gajah dan kereta lembu memakan masa yang lama. Dalam tahun 1884, jalan raya wujud menghubungi kawasan perkampungan Gopeng dan pelabuhannya di Kota Bharu dan seterusnya menghubungkan kawasan perlombongan Papan dengan Batu Gajah

Sehingga tahun 1889, hospital telah mula dibina di Ipoh dan hospital baru pula dibina di antara kawasan stesen keretapi dan Balai Polis Pusat. Manakala tahun 1889-1890. Dalam tahun 1893, lebih separuh rumah-rumah atap telah di robohkan dan diganti dengan bangunan-bangunan jenis batu, begitu juga longkang dan parit telah diperbaharui. Jalan-jalan disusun semula dan pokok-pokok untuk berteduh ditanam. Dalam tahun ini juga, 'Ipoh Sanitay Board' telah diwujudkan dan ia bertanggungjawab tentang kebersihan Ipoh. Dalam bidang pelajaran, Sekola Menengah Rendah Inggeris yang pertama di daerah Kinta telah dibina dalam tahun 1895 dan dikenali sebagai Anglo Chinese Boys,Ipoh.

Ipoh telah menjadi bandar yang terbesar di negeri Perak dan kedua besarnya di Negeri-negeri Melayu Bersekutu pada tahun 1895. Pada masa itu juga perhubungan jalanraya antara Ipoh dengan tempat-tempat lain di lembah kinta diperbaiki. Jambatan kayu menyeberangi sungai kinta diganti dengan jambatan besi pada tahun 1900.

Until the 1980s, Kinta River was the main link between Ipoh and other areas, within or outside Perak. After 1874, the development of the Kinta district was very slow, especially due to transportation problems via the Kinta River. Vehicles such as sampans, elephants and bullock carts took a long time. In 1884, roads were built connecting Gopeng village and its port in Kota Bharu, and subsequently connecting the mining area of Papan and Batu Gajah.

Until 1889, a hospital was being built in Ipoh while a new hospital was built between the railway station and the Central Police Station in 1889-1890. In 1893, more than half of the attap houses were demolished and replaced with stone buildings, and drains and ditches were renewed. Roads were reorganised, and shade trees were planted. In this year too, the Ipoh Sanitary Board was established and it was responsible for the cleanliness of Ipoh. In the field of education, the first English Lower Secondary School in Kinta district was built in 1895 and was known as Anglo Chinese Boys School, Ipoh.

Ipoh became the largest town in Perak and the second largest in the Federated Malay States in 1895. During that time, the road links between Ipoh and other places in the Kinta valley were improved. The wooden bridge across the Kinta River was replaced with an iron bridge in 1900.

Perkhidmatan dan kemudahan awam disediakan.Pembekalan bahagian sistem pembentungan ditubuhkan pada tahun 1898 dan diperkenalkan penggunaan tangki najis pada tahun 1905. Kawasan lapang pertama telah diadakan pada tahun 1898 yang kini dikenali sebagai 'Padang Ipoh'. Padang kelab Luba Perak dibina pada tahun 1904, 'Peoples Park dan kawasan memperingati J.W.W Birch ( James Ewheeler Woodford Birch) telah dibina pada tahun 1909.

Di antara tahun 1905-1914, kawasan pentadbiran bandar Ipoh berkembang hingga menyeberangi sungai kinta dan di sini wujudnya pekan baru (Ipoh New Town) ke jalan Anderson. Stesen keretapi, hotel, dewan bandaran (town hall), dan pejabat pos juga dibina. Begitu juga panggung wayang dan kenderaan bermotor telah mula mengambil tempat di Ipoh.

Perkhidmatan bas bermula pada tahun 1910 dan tahun 1911. Pejabat pendaftar kereta motor telah ditubuhkan di Ipoh. Pada tahun 1905-1915, 'Kinta Saitary Board North' telah diwujudkan dan tahun 1916-1941 'Kinta District Board' yang diwujudkan diketuai oleh A.S Jelf di bawah pentadbiran 'British Military Administration' mengambil tempat.

Manakala dalam tahun 1946-1954, 'Kinta Town Board' telah wujud yang bermula di bawah penyelarasan Major J.S Drake dan pada tahun 1954-1956, G.S Walker menjadi pengerusi 'Ipoh Mengelembu Town Council' ditubuhkan pada tahun 1957-1962 diketuai oleh Encik Abdullah Bin Uni. Pada 31 Mei 1962, Ipoh telah dinaikkan ke taraf perbandaran dan dikenali sebagai 'Majlis Perbandaran Ipoh' yang dipengerusikan oleh E.G Walker.

Pada 27 Mei 1988, DYMM Paduka Seri Sultan Perak Darul Ridzuan telah mengishtiharkan taraf Bandaraya kepada Ipoh, Ibu negeri Perak Darul Ridzuan. Majlis Perbandaran Ipoh dikenali sebagai 'Majlis Bandaraya Ipoh' dan ketua eksekutifnya bergelar Datuk Bandar.

Sebagai Ibu negeri Perak Darul Ridzuan, Ipoh merupakan pusat pentadbiran, perdagangan, sukan, kebudayaan, kewangan, politik,keagamaan dan juga pendidikan.Kini dibawah pimpinan Datuk Bandar, Majlis Bandaraya Ipoh terus berusaha untuk menjadikan Bandaraya Ipoh sebagai sebuah bandar yang dinamik dan unggul.

Public services and facilities were provided. The sewerage system supply division was formed in 1898, and the use of septic tanks was introduced in 1905. The first open space was established in 1898, which is now known as 'Padang Ipoh'. The Perak Race Club was set up in 1904, the Peoples’ Park and J.W.W Birch (James Wheeler Woodford Birch) memorial area were built in 1909.

Between 1905-1914, the administrative area of Ipoh town expanded across the Kinta River, creating a new town (Ipoh New Town) up to Anderson Road. Railway station, hotel, town hall, and post office were also built. Similarly, cinemas and motor vehicles started to appear in Ipoh.

Bus services began in 1910 and 1911. The motor vehicle registration office was established in Ipoh. From 1905-1915, the Kinta Sanitary Board North was set up and from 1916-1941, the Kinta District Board was established, led by A.S. Jelf under the administration of the British Military Administration.

From 1946-1954, the Kinta Town Board was established under the coordination of Major J.S Drake, and from 1954-1956, G.S Walker became the chairman. Ipoh Menglembu Town Council was established in 1957-1962, headed by Encik Abdullah bin Uni. On 31 May 1962, Ipoh was upgraded into a municipality and was known as Ipoh Municipal Council, chaired by E.G Walker.

On 27 May 1988, HRH the Sultan of Perak declared Ipoh as a City, the Capital of Perak Darul Ridzuan. Ipoh Municipal Council is now known as Ipoh City Council, and its chief executive is called Mayor (Datuk Bandar).

As the state capital of Perak, Ipoh is the centre for administration, commerce, sports, culture, finance, politics, religion and education. Now under the leadership of the Mayor, the Ipoh City Council continues to strive to make Ipoh a dynamic and outstanding city.
