MAYOR OF IPOH OFFICIATES BRIEFING ON BUSINESS CONTINUITY MANAGEMENT - BCM
5 JUNE 2025 – Ipoh Mayor Zamakhshari Hanipah officiated the Briefing on Business Continuity Management (BCM) held at the Ipoh Convention Centre this morning.
The briefing was delivered by Aminudin Ramli, a speaker from the Perak Office of the Chief Government Security Officer (CGSO).
Also present at the session were the City Secretary, Senior Directors, Department Heads and officers of the Ipoh City Council (MBI).
This briefing played a crucial role in strengthening MBI's preparedness and capability to face any disruptions to public services.
BCM: Strategic Approach to Service Continuity
Business Continuity Management (BCM) is a holistic and strategic approach to risk management. It involves the provision of specific measures to ensure that MBI's key services can be maintained, continued and recovered within a reasonable timeframe in the event of disruptions, incidents or disasters - whether anticipated or unanticipated.
Main Objectives of BCM:
- Maintaining essential services even in crisis situations;
- Ensuring that recovery processes can be carried out smoothly and quickly;
- Protecting the image, reputation and public trust in the public service delivery system.
BCM is not just a document on paper but reflects a comprehensive commitment to effective risk management and protection of the interests of the people and the nation.
In line with the National Security Policy and the Security Directive (Review and Amendment 2017), each department is responsible for ensuring the capability to:
- Facing various forms of threats, including natural disasters, cyberattacks and physical disruptions;
- Implementing the Business Continuity Plan (BCP);
- Restoring critical functions efficiently and swiftly;
- Making security protection a key component of BCM management.

- Reducing negative impacts from the reputation, financial, legal and operational aspects;
- Providing a competitive advantage to public services on a global level.
The Mayor, in his speech, emphasised that MBI cannot wait until a crisis occurs to take action. BCM requires early preparation, comprehensive implementation and continuous commitment from all levels of the organisation.
He also suggested that the implementation of simulation exercises, regular audits and reviews of the Business Continuity Plan (BCP) documents be made as an ongoing practice to ensure the effectiveness of the plan in real situations.
Hopefully, this briefing can provide a clear understanding and open up space for constructive discussions to strengthen BCM implementation at MBI.
