MAYOR OFFICIALLY RELEASES IPOH CITY COUNCIL DAY PROGRAM 2024
12 November 2024-Y.Bhg. Dato' Rumaizi bin Baharin@Md Daud, Datuk Mayor of Ipoh officiated the MBI Joint Day Programme 2024 at the Indera Mulia Stadium this morning
It was also attended by Y.Bhg. Clr. Dato’ Haji Mazlan Bin Abd. Rahman, Clr. Tuan Wong Kar Keat, Head of WHIP Councillor, Councillor, Tuan Haji Ahmad Munir bin Ishak, City Secretary, Senior Director and Head of MBI Department.
Ipoh City Council is currently in the process of implementing the Preparation of a New Valuation List for All Holdings in the Ipoh Administrative Area as stipulated in the Local Government Act 1976 (Act 171) namely Local Authorities (PBT) are required to prepare a New Valuation List once every (5) years or within an extended period as determined by the State Authority.
The preparation of the New Valuation List for all holdings in the Ipoh Administrative Area has also received approval from the State Authority through the Perak State Executive Council (MMK) in September 2024.
This New Valuation List covers all holdings in the Ipoh Administrative Area which covers an area of 64324.5 hectares / 643.245 square km, which includes Mukim Hulu Kinta, part of Mukim Sungai Raya and part of Mukim Sungai Terap.
There may still be members of the public or holding owners who still do not fully understand the purpose of preparing the New Valuation List. It is necessary to implement it for considerations such as:
Failure of the Local Authority to prepare and enforce the New Valuation List according to the period specified in Act 171 may result in assessment tax on new holdings not being able to be levied
The existing Ipoh City Council Valuation List is based on the 1982 valuation level where the valuation of the holding does not reflect the current market value and is far behind. By adopting the new valuation, it will provide taxpayers with a truer and more accurate picture of the current value of their property as the basis for calculating the tax paid.
Through the preparation of this New Valuation List, indirectly, information and holding records for property tax accounts can be updated in terms of ownership name, lot information, building number, lot fraction, current use of property, issuance of new title deeds, building renovations and others.
In general, management costs and development expenses are increasing year by year, especially the cost of solid waste and infrastructure payments. Local authorities need to find efficient sources of revenue in order to cover expenses and balance the financial position of the Ipoh City Council. A strong financial position can guarantee quality services and ensure the comfort of the people.
Overall, the Preparation of this New Valuation List allows the Ipoh City Council to review and restructure the tax rates imposed on all holdings so that they are more in line with the current and latest valuations overall.
Starting in October 2024, the Council will distribute the New Valuation List notice to the owners of all holdings in the Ipoh Administrative Area, totaling 319,758 notices covering residential, industrial, commercial, special property, vacant land and also village areas, which will be distributed either physically or by post.
The receipt of the New Valuation List Notice has caused annoyance and concern among residents regarding the new taxes imposed and considered to be too high and burdensome given the current economic situation.
The Council is very concerned and takes note of the annoyance and concern felt by all residents and holding owners in the Ipoh Administrative Area.
This Ipoh City Council Day Program provides an opportunity and opens up space for holding owners to review their holdings more thoroughly and comprehensively. A New Valuation List check counter has also been set up at the Ipoh City Council Headquarters Main Building from 24 October 2024 until December 2024 to facilitate holding owners to review their new holdings.
The Council also opened a space for all attendees to object if they are not satisfied with the new valuation by stating the objection via an official letter to the Ipoh City Council.
The Council will hold an objection meeting in phases, with the first phase to be held at the end of 2024 and the second phase in 2025. For landowners who have objected, the Council will contact you via an official letter to attend the objection meeting.
Hopefully this program can provide a clear picture and explanation regarding the Preparation of the New Valuation List for All Landholdings in the Ipoh Area that has been prepared as well as issues related to assessment taxes.
